We've dealt with this befoire at the library and baby gym, first when DD was little, and now with DS. Here's my approach:

If the child is touching him gently on his clothes or feet and DS seems fine with it, I just monitor the behavior.

If the child becomes a little rough (which is really common for young toddlers), or if the child starts touching his face/hands, I pick him up and sit him in my lap.

If the child continues to try to touch him, I simply remove his/her hands and say, "No thank you." Usually, a parent will step in at that point, but if there is no parent in sight and the child persists, we simply get up and move to another part of the room.

The toddler is just curious and exploring, but your LO is a person, too, and his/her personal space should be respected. Personally, I don't let DD touch other babies when we're out because she needs to learn boundaries, too. It goes both ways; the baby needs to be protected and the toddler needs to learn what is/is not appropriate.

There's one little baby girl at the mommy & me class I attend that is always following after my 7 month old LO and trying to touch her, pet her, poke her, etc. She's not hitting her or anything, and at first I thought it was cute, but it's getting to the point where she's constantly trying to pet her (roughly) on the head, take out her hair pins, poke her eyes, pull on her legs, etc. My LO doesn't crawl yet so she can't get away. The other baby is a few months older so she's crawling and cruising. Her mom does watch her and tells her to be gentle, but sometimes she's not paying attention. I feel bad constantly monitoring and moving LO around, but I also don't want her to get bonked on the head or get her eyes poked.

Thoughts?
