I'm a nanny as well, and all my jobs have been through care.com or sittercity.com. If I had been back home, I might have had my mom put out feelers at her (huge) church. Though I prefer working for people I don't know ahead of time, because it avoids any awkwardness if the jobs don't work out for some reason. I prefer to keep it as professional as possible. I'm friends with my employers, but I don't hang out with them or anything.

I am a nanny and I have found most of my jobs through either agencies or online sites like care.com. My most recent one though is because the family I was working for needed fewer hours and her sister-in-law was looking for someone part time. I think your best bet is to just tell everyone that you are looking. Often people like the children's librarian, teachers at preschools and kids classes etc. will know who the good nannies are and who might be looking for work. Personally, those are the people I always tell when I am looking for work so it might be a good place to start.

Barring that option I would just encourage your sil to include your mom in the process of finding someone. If your mom is spending a lot of time with the person it is important that your mom and the nanny are comfortable with one another and can work well together.

Good luck!

My SIL's nanny just quit. My mom actually watches her LO for a good amount of time, so it's not a huge deal, but it's helpful for them to have a part time nanny too. My mom likes to have someone there in the mornings so she can go to the gym, get her errands done, schedule doctors apts, and be able to watch my LO when needed (if I have a dr apt. or bad migraine).

My mom wants someone that she knows and trusts already. This is what she had with our last nanny. I don't think it's realistic that she's going to find someone that way. Did you know your nanny before she became your nanny?
