It's a terrifying consequence. I don't even know what I would do if the US instituted something like that. I think it would give me reason enough to move to a different country. It's pretty awful. I don't think it would help with teen pregnancy because teens are still going to have sex. If they were responsible enough to think about 1 child now vs later I'm pretty sure they wouldn't get pregnant. As far as I remember, families who choose to have more than one child are fined. It's not like they get thrown in jail, they get taxed. Either way, while it makes sense given the direction the fertility rate was going, I don't really support taking away reproductive rights. If you have one and get pregnant..what happens? I get the reasoning, but it just seems a little old school. If the US did this, there would be a lot less people on welfare, and A LOT less unwanted/teen pregnancies due to the fact that when you only get to have one kid...you make sure you really want it right then.
