<description>&#60;p&#62;Sigh, we deal with this but ONLY when someone is in the seat.  She doesn't kick it if it's just a driver and her in the car (she's behind the passenger side.)  If she continues to do it with me telling her to stop I take her shoes off, then she can't reach it/not as loud.  This makes her mad too because she loves her boots.

<description>&#60;p&#62;Passenger side in our cars, but my parents have the seat on the drivers side.  My mom and dad are a lot better at being calm than I am.  We have the same technique for all misbehaving, which is toys go in a box if you don't stop it.  I don't know if it is the best solution, but it works.
