I'm more comfortable in longer shirts and tunics but don't really have any rules, esp since I'm not working right now so don't need to dress professionally. I will wear yoga pants to an actual yoga class without a long shirt and then keep them on for errands. Wear what you're comfortable and confident in, the end.

@Iced Tea: omg yes. This is my exact problem. I buy a top that just covers butt cheek and then it shrinks and its that questionable length.

I wear leggings as pants, so doesn't matter to me! I rarely wear leggings to work, but if I did I'd need mid-thigh coverage to feel comfortable.

Crotch and most of my butt covered if I'm shopping and running errands. I think if I was going to the gym or something, I might be okay with 50% of my butt exposed.

At home and the occasional quick errand, I say anything goes. But for work, going out, etc I need butt cheek and crotch coverage when standing. Leggings are not pants, so you need something that's longer than a regular shirt.

I only wear athletic leggings which are pretty thick. I'm fine with a little butt showing but usually aim to cover the front at least.
If I wear thinner leggings then I do a mini skirt.

For daily wear, I prefer my top to cover my crotch/butt when I'm wearing leggings. Being fairly short (and short waisted!) helps with finding tops that work! I will wear a waist length shirt with workout leggings for the gym/other exercise.

I cannot tell you how many times I have excitedly purchased a shirt that was long enough to wear with leggings (for me, covering butt) only to have it shrink in the wash and not cover enough. Now I've switched to buying short dresses so they have plenty of length.

For wearing casually, generally a bit lower than just front/butt coverage. I'm wearing a long top with leggings today and just stood up to "measure"--my (maternity, plaid, button-down) shirt is finger-length in the back but more like palm-length in front.

For going to the gym, meaning thick work-out type leggings (I like high-waisted ones from Athleta), my work out shirts are typically just normal length so don't cover butt/front

The only leggings I wear are workout leggings, usually in crazy, bright prints. I typically wear them with a waist length top, but I am not going leaving my house with that outfit on...if I do go out, I throw either a long cardigan on top or a tunic that covers the crotch.

@youboots: I just bought my first pair of leggings and I totally see women looking nice and put together in leggings without long shirts but I'm not sure how comfortable I am that way yet. We'll see. I just my point is, I think it's normal not to have those kinds of "rules", I think it's just personal comfort level.

I used to feel weird in my yoga pants so I'm sure I'll have an adjustment period with leggings

My theory is that if I couldn't technically legally wear it without leggings I'm not going to wear it with leggings. Which I guess is the same as saying butt and crotch.

I need full butt coverage, but at the moment I am finding it hard to find a pair of leggings that don't fall down... in fact, even jeans that don't fall down. anything with stretch in it seems to be pulled south as the day goes on.

I guess I only wear (what I consider) leggings when I'm pregnant. I wear yoga pants frequently, which come to think of it are just leggings from the knees up, and am fine as long as the shirt is long enough that I can lean and bend and squat with my kids comfortably (no butt crack).

Depends on the leggings but butt cheek is a good guideline. I have one pair of workout leggings that I will e a little less strict with, as long as I'm wearing an athletic-ish outfit. But regular leggings must cover crotch and but cheeks. I find the crotch part harder with so many Hi low shirts or long cardigans.
