I bought the radio flyer classic walker wagon second hand and it is already put together, but the wheels are not tight enough to be a beginner walker. i was under the impression that the wheels can be tightened so there is a bit of a brake system. but myself or my DH cannot figure out what to do.</p> <p>any help? i really hope there are no parts missing :( </p>
