I think the best way is to just keep it simple and only add details as the child questions, and even then, only in a way that is age appropriate.

For instance, in the case of homeless people, you can say "Sometimes things happen to people where they can't or don't want to live at home anymore."

Why? "Well, sometimes people get really sick and their sickness makes them not want to live at home. Sometimes they decide they just don't want to live at home. Sometimes people don't have enough money for a home. Sometimes they don't live at home to get away from bad people."

You probably also want to reiterate that we should always be respectful and polite to others even if they are different from us, but that its never okay to talk to strangers without mommy or daddy in order to be safe.

How will you teach your child about homeless people, severly handicapped people and others who are physically or mentally disadvantaged? We live near a city park and as the weather gets nicer the homeless population is becoming more apparent. Some of these people also seem to be a bit disturbed. I think my son is at the age (3) where he will start noticing people camped out in the park or saying/doing crazy things on the street. In any case, it has me thinking about how to explain these topics in a tactful and respectful way that is simple enough for him to understand.
