My husband is a police officer, albeit in a much smaller city, but if someone were to call the PD and speak to one of his supervisors about how a call was handled, I know their tune would change very quickly. The police came 3 hours later, annoyed, claimed they would file a report, but when I called to try and get copies, there was no report filed.
