It doesn't work as well on bare lashes! It comes with two tubes - one tube is like a base coat/mascara and the other is a tube of fiber. So I guess my answer is yes, I use the fiber lashes over the mascara/base coat! Some people like to use their own brand of mascara instead of the one that comes with the packaging though. I don't think you can use the fiber without mascara as a base?
