we don't worry about it. she still nurses when i'm home and she will occasionally sip some chocolate milk, but as long as she drinks her water, we try not to stress over it. she eats a lot of whole milk greek yogurt and some cheese as well, but she also goes through phases where she really doesn't want the yogurt, so we give her a week or so and try it again, and she usually goes back to it then. so you could try that! you could also try cream cheese, ricotta cheese, ice cream! i don't think it's that crucial that she get that much dairy at this point (at least that's what our ped led us to believe!) just try to find foods with calcium for her to eat.

@Anagram: yes. She really doesn't drink anything but water. If I'm having a smoothie she will occasionally a few sips but she won't drink it from her own cup and she doesn't get much if we share. Ive tried refillable pouches too without much luck.

My LO refuses everything but water. Which is fine, water is great for her and we save money on juice! lol since she turned 1, I've been giving her whole milk Greek yogurt twice a day and usually some cheese mid-day to help make sure she's getting what she needs but she seems to be over the yogurt these days. She's a fairly good eater overall and at 18 months I'm wondering if I should attempt to replace the yogurt with something or just let her be at this point...
