For our twins, we got two Chicco Keyfit 30 infant car seats. They go down to 4lbs and they were perfect for our preemie twins. By the time they were discharged from the (nicu) hospital they were about 5 lbs (maybe slightly less) but they both passed the hospital's car seat test.

As for stroller, I got a used Joovy twin roo stroller that the car seats snap & click in. The Joovy twin roo is similiar to the snap and go, but from what I heard from other twin moms that the Baby trend snap and go used with chicco car seats recommend & suggest you use straps. It was an added step that I didn't want to worry about. I don't regret getting the Joovy twin roo. I bought it for $60 used and will sell it back to a fellow local twin mom when we are done with it.

As for stroller that will be used when the kids are older. I registered for the Contours Options tandem stroller but my brother ended up handing down his City Select stroller. It was my dream stroller but it was a tad expensive. I did get two used chicco car seat adapters for the stroller, so I can use that stroller to tote the twins around. It works for us. DH puts the joovy stroller in his car and I have the city select in my car. The city select is much more compact when folded but the joovy stroller does have it's pros. It's much easier to get car seats and babies out. The city select is a staircase type install so it can be a little cramp when both car seats are installed in the city select and you have to get one of the babies out. It works. I love the versatility and the future trips of it. I have already took the babies out on the city select with the regular seats (not with the car seats) and it's great.

I highly recommend getting strollers used.

ETA: Congrats on your twin pregnancy!!

Britax B-Safe. Its their smaller model and of course still has amazing safety reviews. My daughter was in hers for a full year. I carried her in it for prob about 8-9 months before I just removed her from it in the car. I didnt find it too heavy. The Britax B-Ready is an AWESOME stroller with double capability. The great thing about the B-Ready is you can fit TWO infant seats but they are not side to side. They are front and back. Its what I have and I honestly love it. Its a very versatile stroller and I bought it with my first in the mindset the with the future LO I can have an infant seat and a reg seat. Fit both the kiddos WHEN I want, not all the time, and its not huge and bulky and I would only need one stroller instead of a single and a double. Make sense?
Here is Britax demo video on it.

I really like our UB Mesa. It has a small footprint and easy to install. Also clicks in to our city select, which can do 2 infant seats.

I really wanted the mountain buggy duet but couldn't find it around here to try.

We have the Maxi Cosi Mico. I didn't pick it, a friend lent it to us, but I like it a lot, it's nice and light.

The Baby Jogger really is a great stroller - easy to handle, pops up and down nicely. Have you test driven a few? It really does help you decide. My friend bought a cheap double stroller (not sure which one) and hated it, she said it felt like trying to drive a battleship.

We have the Chicco Keyfit 30. It's light and narrow. Our babies have all hit 20lbs by six months so having the higher weight limit works better for us. Most folks can get by with the smaller one. It also had one of the lowest weight limits which I know a lot of twin mom's need.

There are a few strollers that will accommodate two infant seats.
The double snap and go
Uppababy Vista
Baby Jogger City Select
Mountain Buggy Duet
Bugaboo Donkey
Contours Elite

Side note on the Peg seat... The newer model isn't compatible with many strollers yet. I've heard a lot of complaints from people that bought expensive adapters that didn't work with the new Peg.

The city select jogger is super awesome, but we couldn't absorb it in our budget. The contours is under 300 which is why we went with it. Still sturdy and easy to use, but bulkier.

Does anyone have experience with the peg perego 4/35?
A lot of people recommend the city select jogger...just trying to justify the cost!

For stroller I would definitely get the baby jogger city select!!!!

We have a graco snug ride 30 and it does the job just fine :)

We have the Uppababy Mesa seat. I absolutely love how easy it is to install. I just put it back in my car for DS2 due in less than 2 weeks and I was able to get a rock solid install in 2 minutes flat even with my giant belly. I've heard the Chiccos are just as light and easy to install, but we went with the Mesa because we liked the UB strollers better. We have a Cruz, but the Vista accommodates twin configurations.

We have the graco click connect 30. It's relatively lightweight, simple, and basic. My daughter is 8 months, and I don't think we've carried her around in the seat more than a dozen times. She's small--only 16 lbs--but we prefer babywearing. That said, the seat has been fine and we just ordered a graco convertible.

We have the britax bsafe 35 elite and that sucker is so heavy! DS is 6 months old and weighs 18.5 lbs and I pretty much leave the seat in the car unless he's sleeping bc it's such a pain to lug around

We used Chicco Keyfit 30 car seats for our twins along with the Chicco Cortina Together Double Stroller. The car seat was great, clicked in & out easily into the car and to the stroller. Since our twins were small we were able to use the Keyfits til 18 months or so.

I have the contours tandem and I think it can hold two infant seats. I would strongly suggest you look at how much the seat itself weighs when purchasing! Especially if you're carrying two. We moved our kids to RF convertibles well before one because our britax infant seat was crazy heavy.

We are looking for any suggestions for infant car seats. This would be for twins...still have not settled on a stroller yet either, so if you have suggestions for a stroller able to hold 2 infant car seats, I would appreciate that feedback too!
