It wasn't until I graduated from college and got my first job in west Texas (hugely conservative) did I find out about paddling in schools. Where I work, kids can get swats as an option out of in school suspension, but the parents must come up and swat. And the principals knew. The teachers openly bragged about how they were taking the kids in closets and hitting them, and pinning them down on the floor and twisting their limbs until they screamed, and the rest of us couldn't do anything because the principal considered them better able to control the kids.
