I would just play the &#34;there is this crazy old man that is a danger to himself and others (i.e. me and my small child)&#34; card.  If that can be established through a history of police reports (and follow-up reporting to your condo board), it could help in getting court-ordered treatment or something of that nature.  &#60;/p&#62;
&#60;p&#62;Additionally, I may (nicely) inform the landlord and/or condo board that you are considering seeking legal counsel for the situation to discuss your options because you feel that you and your (recently adopted and adjusting) child are in danger.  It might put pressure on the parties to resolve the situation faster.

<description>&#60;p&#62;It sounds like your neighbor has mental illness problems, or early onset dementia.  I would keep calling the police and just say there's an elderly man acting strangely or that you want a welfare check done or mental health check done, etc.  Keep calling, keep having the cops come out to check on him, and that will eventually build the case or flag him with the city so that they will try to deal with him or maybe take him in for an evaluation.

<description>&#60;p&#62;This is def not the best option, but on the flip side you could intentionally try to get your landlord to want you to move. Not sure exactly how, but if she wants you gone she might give back the security deposit and let you break the lease! I had friends in your situation (renting condo from owner) and since they randomly decided they wanted to move back in, they started harassing my friends to move and even paid for part of the moving expenses!

&#60;p&#62;I've lived in New York for over 10 years in four apartments and I've never even considered calling the cops before.  Then I move to the nicest apartment we've ever lived in and this is what we get :/

If you know in advance that your landlord is going to keep your security deposit, I would just withhold the last month's rent from your landlord.

I think the financial costs sound big to try to get out, and your landlord doesn't seem like she'd be willing to cut you a deal.  Then you'd lose a bunch of money on this jerk's behalf.  Most likely he is just crazy and won't harm you.  The fact that you said that he seems to try to avoid you means that maybe he isn't showing a track record of aggression toward you?  I'm sorry you are going through this.  And I agree that you could have an awful neighbor again somewhere else (God forbid).  I can relate.  I have awful neighbors (a married couple).  DH and I are scared of the woman.&#60;/p&#62;
&#60;p&#62;ETA:  Could you tell your landlord you are scared of him and request extra safety measures be installed (i.e. video camera surveillance)?  Maybe there is a way you could legally require her to do that (since you as a renter are entitled to some degree of safety).  Or maybe your building already has that?  But just wanted to throw it out there, as it could help deter his crazy behavior, be used as future evidence against him, or the potential cost of the system could be used as bargaining power against your landlord (i.e. if she doesn't want to pay for it, she lets you out without requiring large payments from you).

Can you be involved with any board meetings even though you aren't owners? We started renting in my condo building, then bought, and we are definitely more in the loop as owners. &#60;/p&#62;
&#60;p&#62;I can understand the reluctance to move. Not only would getting out of your lease suck, you'd have to find another place, which usually means a brokers fee for you doing most of the work anyway, and moving expenses, on top the first last and security. It's a lot of cash all at once even if you didn't already have significant adoption expenses. And then you never know what other kind of neighbors you will have. :(

I meant (but did not spell out) that you should talk to your landlord about your concerns and see if you can move out earlier than expected, but on good terms. &#60;p&#62;Unfortunately, I was previously in a similar situation in my old apartment.  We ended up breaking the lease (and losing money to do so) because I felt so unsafe, especially when my bf (at the time) wasn't home.  It turned out that those neighbors we had issue with were involved in the 9/11 attacks.  It was worth losing the money and getting away from them.

&#60;p&#62;The landlord and owner should agree to sit down and talk with you, together. Maybe face-to-face, everyone will realize there are things that can be done. Certainly the building has a list of policies that owners must sign?!&#60;/p&#62;
&#60;p&#62;I would not talk to him, the nurse, or the roommate ... I think that having everything in writing (complaints/questions) to your landlord and building owner is really, really important. The owner might even be able to use it to get him out!

<description>&#60;p&#62;Your landlord in the unit owner, so he needs to put pressure on the Board to take action..  As a tenant, the Board and the managing agent don't really have to deal with you.  That said, even if the Board was highly motivated, civil actions can take years to resolve, so there's no guarantee it would even help your situation.  I'd start negotiating with the landlord to let you out early ....    :sad:
