<description>&#60;p&#62;If your LO is too old for a harness, maybe some kind of a tether (like a ribbon) s/he holds one end of? I know people in the city who do this with older children (they attach one end to the stroller and ask the kid to hold the other in busy places). It gives some freedom but  encourages them to stay close.
