I also use California Baby Calendula cream that doesn't exist in Canada but @Yin sent it to me! I treat it like gold! It's light, smells lovely, and isn't sticky. I'd put aquaphor on his cheeks and in other spots where he had dry skin. Now we lotion him up every night with aveeno because his skin's getting drier. I use that all over and then put the California baby lotion you mentioned on it her eczema spots. For your LO's cheeks, I would put Vaseline on them. We love the liveclean product line, its 99%plant based and also smells amazing! Currently she has a bout of excema so we are using cetaphil cream to treat it.
