The TSA site says that it's allowable (above the 3 oz.) for what you'll need for the flight. When I flew with my FF 11-month old, I brought along my own bottled water {multiple bottles!} and it wasn't an issue with TSA. Even empty, to fill after security, since they're liquid containers. Really regretted this during the flight! Flew again later and had no problems... I think as long as you've got young kids with you, they can test the contents of a sippy cup. They inspected it the same as they would breast milk or formula. We carried it in LO's 8oz. straw cup. On our last domestic flight, I carried on 4 8oz packages. I don't know that they would allow whole milk because you can probably buy that in the terminal post-security. ETA: Have you checked the FAA website? I know they allow breastmilk/formula in quantities larger than 3oz, but does anyone know about whole milk? I'd be terrified to fly with him without milk backup!
