Kudos to you guys for being so generous to date, but I agree. I would just tell him you can no longer loan him money and he's going to have to stop asking. These people are WAY overstepping their boundaries and need to figure things out for themselves.

What the what? I agree with the PPs. I'd just say sorry, things are tight right now. The end. What a piece of work this guy is!

Wow, I have heard of neigbors helping neigbors, but this takes the cake! These neighbors have no shame asking for money. But, I guess if you are desparate pride goes out the window. I am confused are you lending money or giving money? If you expect repayment, you don't keep lending more until you are paid back.
I wouldn't ask him why he needs the money because frankly once you give someone money it's none of your business how they use or misuse the money. Nor is it your job to ask him 1000 questions about why he cannot support his own family. Don't allow him to pull you into his tall tale. If you really want to help take him to the grocery store or drop food off at his children's home. If he continues to decline your gesture close your door. Next time he comes over, don't open the door. Tell him you cannot help him through the door. If he stops you on the street tell you cannot help him and walk away, do not give him a chance to debate you.

I wouldn't help them. If you saw the money actually going to something productive, then fine, but you see it being wasted, so you say no.

I agree with @T.H.O.U. tell them you got your own stuff you want your money for.

Honestly, I would start dropping statements when he asks.

Why do you need $20 when you have cigarettes? How did you afford those?

When is your next paycheck, can't you wait to get paid until then?

We have our own bills to pay!

Anyways, start dropping statements that lets him know not only are you not going to loan him money but you really look down upon him asking.

The people who actually own the house are older and actually have jobs and attempt to make ends meet and be contributing members of society. They've borrowed money several times though, when they've gotten in a bind, and have never repaid any of it (close to $1,000). DH and I both agreed that we wouldn't "loan" them any more money or give them any.

Their 35 year old son occasionally sleeps on their couch for several weeks at a time. He has two kids by two women who are absolute terrors. He comes over at least once a month, telling us he has no money and needs $10-20 to buy food for his kids (lit cigarette in hand, mind you).

He came over yesterday and I flat out refused to let DH give hi money. I would bet my house he has never spent that money on food (we have offered him cereal, milk, granola bars, fruit, veggies, etc. in the past and he has pushed for just cash). Probably 75% of the time we tell him we have no cash on us and turn him down, but we've probably given him a couple hundred as well over the course of time.

It's so frustrating! I really want to scream in his face and tell him what a piece of trash he is and to go find a job instead of mooching off everyone, sucking his parents dry, and using his kids to get money from other people.

How would you handle this?
