We always had major issues getting LO to sleep at daycare until just recently (and she is almost 18 months now). But for sure, her first year, her naps were a mess.

She started daycare at 6 months, and she usually only took 2 crap naps at daycare, maybe 30 minutes each. For a few months, she would pass out the second she got home and sleep 4-5:30 pm, which really through off our bedtime schedule.

Her sleep wasn't better till this year, when she is in a room with kiddos 12-18 months and they are all on 1 nap.

Did you ask if they tried to get him to sleep from 1-3:30? It seems odd that there is a designated time for nap and they wouldn't have even tried. I'd find out what's going on and just let them know that they should try to keep him awake until 1 if they can...

Yesterday at daycare DS took two naps:
9:10-10:00am and 11:20-12:10, then nothing until I picked him up at 5:45. WTF?!?!

He is 7 months old, why would they put him down for a nap an hour and 20 minutes after the first and then not try and get him to nap for the rest of the day! He was crying hysterically when I picked him up because he hadn't slept in 5.5 hours. Also "nap time" is from 1-3:30, why didn't they try and get him to nap then???

He is not a great napper, but this just seems really disorganized and careless. He was clearly tired and would have slept if someone would have taken a few minutes to put him in his sleep sack and rock him (usually only take 2-3 minutes if he is tired). Is there a good way to bring up the topic with them, also would it be reasonable for me to ask them to put him on more of a schedule for naps?
