Cats are pretty resilient but it sounds like this one expects to come into your house to get warm. He does need somewhere warm to be. I'd do what @MsMini said!

I would scoop up the cat and lock him in a bathroom (most cats will naturally use a tub as a litter box) and keep him until morning, then take him back. And tell them that if it happens again you will call animal welfare / take him to a shelter.

@Pancakes: this happened when I was at my moms one year - their little yorkie was out and it was 2am and like 20 degrees - he was barking and barking - we got him and wrapped him up in a blanket and kept him in the laundry room - the next day we took him back - apparently the husband let him out to pee and forgot about him!

In the future I would absolutely scoop up the cat and haul him over to the neighbours, and ring their doorbell until they wake up. I would let them know that the cat was disrupting you guys and its WAY too cold for it to be left outside.

@Pancakes: hmm...I guess it depends on how friendly your relationship is? Maybe they looked for him and couldn't find him, so they just went to bed? I mean the cat is obviously causing an issue at your house because you can hear him crying outside (I have a very vocal cat and it would drive me crazy to hear him meowing off and on all night). I guess if he doesn't come back tonight I would have a conversation with the neighbors tomorrow (if possible) and ask them to take him in at night when it gets cold because he's making a lot of noise at your house. If he does come back soonish and your neighbors are decent people I would take him over there. It's sad that he's outside when it's so cold  but you don't want him peeing in your house! And it could cause issues with your dog!

@bookwormmama: The cat just left and I went out to call for him but didn't see him. Would you wake up the neighbors to bring their cat back?

Can you bring him back to his owners? Maybe ask if they can keep him inside tonight/when ya cold because he cries outside your backdoor? I wouldn't want to leave him out all night if it's below freezing, but if you aren't set up for a cat I wouldn't want to bring him in all night either. You could also see if there is an animal organization that would come take him or talk to the owners if you don't think your neighbors would be receptive to you bringing him home.

Our neighbors have an indoor/outdoor cat, who is apparently mostly an outdoor cat, given that he's often at my back door at 10 or 11 at night. I don't think they have a cat door or another way for him to get in. He's currently at my back door mewing loudly. It's 20 degrees out. The previous owners of our house used to let him in a lot, I think. Given that it's below freezing, what would you do? We have a dog and we are generally not cat people but I have a soft spot for this little guy and my girls love him. Is it normal for indoor/outdoor cats to be left out all night even when it's super cold?
