maybe you can try one of these dog bark deterrent things? I know people that use them and swear by them. Youd hang it outside near the fence

If they are the watchdog, I would think they would find it unacceptable that their dog barked that much. I think I would complain, might tick him off but might make you have a nice quiet house in return!

I agree with @mamamoose, complain to both the neighbor and if necessary the HOA.

Unfortunately, that isn't much of an option. Our neighbor is the "watch dog" of our neighborhood and is always making complaints to the HOA about people and I don't want to end up on their bad side. And, they know how we feel because they just had someone move in on the other side of them and they were saying "now we know how you feel with a dog always barking" so they know it is an issue. It really sucks because I feel like we can never get a dog now. They also have two other dogs that get out all the time. I almost ran over one on accident. They are the tiny dogs.

Have you complained to your neighbor? I would complain to them and ask them to resolve the issue and if it continues to be a problem I would complain to the HoA. That's really not acceptable. We are always VERY strict about not allowing our dog to bark when he's in the yard (or in the house for the matter). He does one bark at the door to let us know he wants to come in and that's it.

I love animals. Cats, dogs, horses and even cows. I really love every animal I have ever met and even the ones I haven't. But I HATE my neighbor's dog. He barks all. the. time. From the second they let him out of the house to the second he runs back into the house. He immediately runs to our fence and barks. We live on the water and due to HOA, we have half a privacy fence and then the other half is lined with a wrought iron fence. So the darn dog comes and barks at our empty yard every chance he gets. And guess what? He wakes up my daughter all the time from her precious, much needed nap. I wish they would make him stop. I love all animals but I hate that dog.
