I try to see things from all angles and consider that maybe some people don't know how to care for a pet, or are afraid about being able to afford medical treatment. That dog could be ill from all the fleas and the infection on his face will only get worse without treatment so you're just doing them the favor of not having to deal with a much sicker dog. I have a dog and she has allergies and when I wait to treat it, it takes a lot longer to heal. I can just imagine that poor pup's face. :( Anyway, they will probably make a visit and talk to the owners first to see their situation and give them time to tend to their dog. Then probably go back for a follow up. I used to watch a lot of Animal Cops on Animal Planet and that's basically how they did it in most of the cities the show was filmed at. A few years ago I called the local SPCA about a couple of tiny dogs that were being left outside in extreme weather and they talked to the owners. I don't think any of these issues are technically neglect, but it just makes me sad. Here's what's wrong:</p> <p>- he's got rampant fleas. You can see them running all over his tummy and he's always scratching.<br /> - there's some kind of infection on his face, doesn't look too bad but not great either. I'm sure he hasn't been bathed in months.<br /> - always left outside, most nights they open the garage door and he sleeps there.<br /> - they do not walk or exercise him. We've been her a year and have never seen them more than pass him by as they walk in after work.</p> <p>He basically just sits in their yard day and night. The fleas and possible infection worry me. He's obviously not being well cared for. We've chatted with these neighbors once or twice but they also don't speak a lot of English. </p> <p>Any suggestions? </p>
