It is really easy to rip out carpeting (that's why it's so much cheaper than hardwood flooring). We are re-carpeting the stairs down to the basement. There is one room in our new house where they clearly painted after and did a bad job, lots of white paint on a dark carpet. </p> <p>I found using a roll of thick painters tape to be best- even if you don't care about getting paint on the carpet you are getting rid of, if the pile bounces back it will get stuck in the fresh paint. Ripping out carpet is pretty easy. You can save yourself some money, rip it up yourself, paint, and be ready for them to come install. </p> <p>If that's not an option, Then I would paint beforehand.
