My 18 month old has adored the Melissa and Doug sets for quite some time. His early intervention specialist brings them to use with him sometime, and if she thinks it's safe to ignore the 3+ label then I'm pretty comfortable doing so too!

We got a bigger version of this set from Costco: http://www.amazon.com/Learning-Resources-Sprouts-Munch-Food/dp/B006RQ8ULC/ref=sr_1_3?s=toys&ie=UTF8&qid=1417450718&sr=1-3&keywords=play+food.

Purchased a couple months before she turned 2. It's been a year now and still in great shape. There were a couple smaller fruit pieces (like a blackberry I think) that could have posed a choking hazard so I removed those. I think if you look through them to make sure any potentially small pieces are put away, it should be OK for a 2 year old.

i got this for my 2 year old and he plays with it fine. i am not worried about him choking on them, as the pieces are a good size each.

http://www.amazon.ca/gp/product/B0029ZAP40?psc=1&redirect=true&ref_=oh_aui_detailpage_o01_s00

what i don't like is when he decides to throw the pieces everywhere :)

My lo has had (used) Melissa and Doug wood play food, plastic food and other food since before age 1. The worst they can do is gnaw on it. I really think the "not for children under 3" statement is just to cover the company if something happens.

I'm shopping online for play food and pots and pans for my 13 month old, but every single brand I've come across for wood, felt and/ or plastic says 3 years plus even though I don't see any small pieces. Because I'm shopping online and can't see every detail, it's possible there are small pieces that I'm not seeing. Please save me from going to a brick and mortar and tell me what play food sets have worked for your young toddler?
