DD's mix. Although they're not the same size, their accessories are compatible.

We started with a Duplo because she was gifted a starter set as an infant and we wanted to add-on to it. We ended up getting her a house set that came with figures for Christmas (before she turned 2). She's 3 now and it's gotten a lot of play. But DD seems to be more interested in the figures themselves. We went to one of those indoor kiddie play areas and they had a table full of Playmobil and she really loved the figures.

I kind of regret not buying the Playmobil instead. But her Duplo collection has grown to include a Peppa Pig (Duplo compatible set) and all the small figures seem to be compatible not just with the Duplos, but with all her other small figures, so it works just fine for us. For instance:

-Duplo figures can wear Sylvanian Family/Calico Critter clothes
-They're about the same size as Jake figures and ride in Bucky
-They're compatible with accessories found in a lot of the smaller toy sets.
-Duplo and Brio figures can hold the same objects.

I want to get DD some little figurines to play with, and I sort of decided against Little People because they seem most limited in age range. Playmobil has some sets for toddlers (the 1.2.3 line), and I got her one at the local consignment store which she seems to like. I like that they're compatible with the ones for older kids (dollhouse etc), so she could build on the sets and still use them for years. On the other hand, some of the Duplo sets are super cute, and she really seems to like the basic Duplos she has now. I think they're probably geared more toward her current age/developmental stage than the Playmobil sets, but I don't see them staying relevant as long. Of course, we could do a mix but we're trying to keep the toys from taking over the house so I'd rather not go too crazy... If your kids played with either or both, what are your thoughts?
