I had a similar situation last month and it turned out to be a chemical pregnancy. I had levels of 20 at 13dpo and 23 at 15dpo. I truly hope it is different for you! I think mine didn't get really dark till 16 dpo and then I dumbly tested again at like 20+ dpo and the line got lighter!
