It looks like its because babies still fell out and cracked their skull even if they were in the seat on the floor. This is why we had to get rid of ours. By the time my LO was old enough to sit up in the bumbo, she was big enough to push herself backwards out of the bumbo. So we always had to be sitting right there with her on the floor. It kinda defeated the purpose.
