I'm pretty sure the process is very similar to the US. So no, if you're sick and you don't have a job, they're certainly not going to let you "in". Why would they? If you can't pay taxes than you don't contribute to the health care system which your sick self would then be benefitting from? In fact, there is already a law on the books in MN that people are not able to gay marry. Instead this was a constitutional amendment to enshrine the disallowing of gay marriage into the constitution. Voters rejected the constitutional amendment.
