When coming up with a list of hand me down items for my sister I specifically left out the infant car seat even though it was only a year old and never been in any accidents. I did offer my base, which she uses in her husband's car. In my old school district (which was 98% low income), there were big swap meets a few times a year and the baby stuff like car seats was in high demand. When people can't even afford food for their kids, I think a brand new car seat is just a safety item they can't afford. Their only requirement was that the manufacture date was less than 5 years ago (otherwise it's illegal to sell).
