If they could "plan" these disasters and make money off it, then all the better. He was a part of it, but called them "the initiative" to his family as a cover. Sneaky bastard! So, there was no need to kill Helen and he lied to Victoria all summer about Daniel being in danger. </p> <p>My guess is that Padma never actually died. There was no initiative.
