More to start getting him used to it than anything else. And we made a big deal about "big boy safety" and pointed out all the big kids we saw riding bikes with helmets. I bought a helmet, but even the infant size is massive on her. I think teaching them early that a helmet is required is easier than introducing one later when they aren't used to it.
