What type of shoes are you using? I agree with others that you might want to try something with a leather sole. They use the splay of their feet and their toes for balance and with a lot of shoes it's a big adjustment to compensate for lack of access to those things. Can he walk in socks?

Moccasins are great for early walkers because they feel the same as barefoot. Freshly Picked was too expensive for me so I found an Etsy seller who makes great leather ones.

I had my son in shoes that were too small for a period of time, he was falling all over the place and I thought it was because his foot hadn't relaxed, but it was that the shoes were too small.

I really liked the Robeez Mini Shoes, they have grippy soles and tended to open wider so I could get his foot in.

Have you tried Robeez? J wore them exclusively until he was basically running and these got destroyed.
Plus, these are the cutest: https://www.myrobeez.com/dino-dan-baby-shoes/
(they say they are dinos but they are clearly sharks  )

As an early walker I was still putting her in soft soles whenever possible, and I discovered Jack & Lily that had a sturdy but flex sole that was great for her and helped her transitioned into stride rite/sneakers.

E walks great without shoes. I've tried 3 different pairs of shoes and he hates them. Either refuses to walk or when he tries, it's like he forgot to walk. He stumbles all the time. Maybe they are too big? Too heavy? Or is it just something he has to get used to?
