LO is around 22 and still doing really well in the 3s. She is a long skinny thing though so I think they look big on her sometimes. I remember thinking that the range was huge, too! She's probably 18-19lbs max at 8.5months. I agree that the 3s weren't high enough up the back. She has room to grow with 4s, but no leaks since switching to them.
