So I don't have two human kids yet, but we do have one and a dog. Every time DS picks up a dog toy we remind him it's the dog's and we tell him that he can play with it with her (i.e. throwing) or he can give it back to her. In our case it's more of a safety issue because I don't want the dog accidentally scratching him by trying to get her toy.

Maybe if you try to reinforce this with your older LO every time she touches a baby toy that it's not hers and she needs share or even just give it back?

When that happens I make my oldest return it to the younger one. And she can either ask him for it nicely or trade him. If he still wants to play with it I tell her she has to wait till he's done. After doing that 1000000 times its starting to click with her and she doesn't do it as often haha

I have two girls - 1 and 3. My 3 year old is CONSTANTLY taking toys that the 1 year old is playing happily with and taking off with them. She then will either hoard them, play with them, or hide them. This is making me insane. I moved a laundry basket the other day and found an infant stacking toy behind it. I feel like it's just mean, because she is just taking it away to hide it?

My littlest doesn't get upset but it makes me sad to watch her just watch the toy disappear. I obviously address it with the oldest, tell her not to and explain why, and intervene if I'm right there but it's getting ridiculous. If she continues or is rude about it she goes in time out.

Aside from constant repeat myself and time outs, any other tips?
