I think many parents could make due with a texting system (like mom always texts dad every morning to remind him to drop off LO at daycare), or a cell phone alarm to remind a parent, or some other strategy. I'm leaning towards saying yes to requiring it, because usually the people that end up doing this are the same people that would say, "OMG what a piece of shit parent, how can you forget your baby in the car?" You can't be protected against something if you naively believe it could never happen to you.
