I'm making Halloween tutus and I have no idea where to buy this here, so I turned to Etsy. I bought a little from a lovely vendor and turns out she pretty much sent it for free! Bless her heart! I paid 30¢ for the elastic and $2.80 for shipping, but I noticed she paid $3 for shipping. She sent it all for 10¢!
