For the pool, we just held her. No life preserver. For the lake, she had an infant life jacket that if she fell out, it makes them go upright with her face out of the water. Now that she's over 30 lbs and 2.5, we got her a puddle jumper for occasional pool use, (as in, I don't want to go in the freezing pool, but she does with her friends so she wears it in case of emergency so I can safely get her out) and a larger life preserver for the boat.

We mostly stick to the baby pool so we don't use a safety harness. If we go into the big pool, I just hold him. DS is 2.

However, when we're on the boat at the lake, we just get him a regular lifejacket.

My son just hit 40 pounds this summer and it is the first year we can use the puddle jumper. We've been trying since he was 2, I don't know the weight he was offhand, but it was clear he'd sink like a stone.

I really like those one piece swimsuit/lifevest things when you can not use a puddle jumper.

@Canoli: If you have a Target near you take DS and try on a puddle jumper. As long as it fits tightly it will work - DD was closer to 25lbs when she started wearing it

@Canoli: I am no safety expert, but we never used a floatie or life preserve in the baby pool! We just sat next to the kids, held hands with them or had them on our laps.

What kind of life vest/floaties/life preserver do you have for your toddler? I hear great reviews for the puddle jumper but my little guy is only 24 pounds (he is 15 months) and the puddle jumpers I have seen are recommended for 30 pounds and above.
