I don’t think there is anything scientific that links it to actually craving sugar. I think it’s more of an old wives tail type thing haha. I read that the veins are common in babies and toddlers and eventually become less visible. That is what I saw on google, and that it is something called a “sugar bug”. I also see autism being mentioned and I basically stopped looking at that point. Whatever it is, it doesn’t sound pleasant. I never asked about it specifically until I noticed a friend’s LO had it too. He is 2.5 now and it's the same as the day he was born.
