I put on thick socks and if they're wearing it in snow, it's not like they can move very quickly anyways. So I buy a size larger. I bought her Hatley rain boots, which apparently run huge, and ended up being about 1.5 sizes too big (just like @shopaholic: said) and she couldn't walk in them until she grew into them a bit. I remember reading a few sites that recommend buying 10-15mm bigger for toddler boots. Out of curiosity, how much bigger do you buy for your toddler?
