I find that having it go under lets me control the amount of TP flow better! When it's over, I can't get it to rip cleanly on the seams. The "hanging" part bugs me when it's over. I feel like it's too exposed. Makes no sense because the whole TP roll is exposed but I just like that the hanging part is tucked securely and neatly behind the main roll. And, if it's over, my son tends to want to pull on it and starting running around the house with it! When I put it under, he doesn't see the hanging part so he's not as tempted to pull on it. And now I just wasted a good 12 seconds of my day discussing the ins and outs of my TP roll preferences.
