We love our Uppababy Cruz. Sounds like it fits all of your criteria. We used it with the Maxi Cosi Mico and it clipped right into it (no adapters needed.)

The city select fits all of your criteria. I have one and like it a lot and it works great with my two kids. However, it is kind of a beast. It’s heavy and with two seats it takes up a lot of space. My youngest is now 15m and for a while we’ve been content to use our super light umbrella stroller everywhere we go.

My vote is a baby jogger city premiere plus a baby jogger rider board
Plus whatever car seat you prefer (we have and love the nuna pipa) and then get adapters for that car seat.
When you said you want your other kid to use it to...do you mean have a seat to sit in? If so that complicates things (but not impossible!)

We used a Britax B-Agile and the B-Safe travel system with both my daughter and my son. No problems...but I've used it for over 5 years. The infant B-safe car seat is expired and the stroller is showing signs of wear and tear. We don't really have much to purchase for #3 coming in early March so I wanted to splurge a little on a new stroller.

Anyone have any recommendations?
Here's what I'm looking for..

1)new infant car seat
2)stroller that can face inward and outward
3)all around $600
4)not a must but my DS will be around 23 months when baby is born so he will prob need to use it too

I was looking at the Maxi Cosi Adorra Travel System. (https://www.amazon.com/Maxi-Cosi-Adorra-Travel-System-Nomad/dp/B072BXMMTS/ref=cm_cr_arp_d_product_top?ie=UTF8&th=1)

but the reviews on Amazon and on Buy Buy Baby's website about the steering being horrible and the wheels locking is making me pause a bit...
