It happened to my pug's lip once and I flipped and took her in. Just irritation from a bug bite, was gone within 24 hours. If your dog seems bothered tomorrow and it's not reducing then it's time to go to the vet. If you are concerned I never hesitate to call the vet and ask for their suggestions, my vet office is great about letting me know if they do not think its an emergency, and what I can try at home. Our dog desided to lick up fire ants and they bit her on the inside of her lips and her whole snout/ lip area swelled. Maybe he got bit/stung by something? That happened to my dog and her whole lip swelled up. We just gave her 1/2 a tablet of benadryl and she was fine.
