Target had several kinds of foam hearts (regular, doilies, and cut out center), plus packs of glittery foam sticker hearts in the dollar spot. Perhaps you could do something with those? Even just put them on a table with some glitter glue and let the kids go crazy...that'd be my 3.5 yr old's favorite.

Does it need to be a craft or can it be an activity?

Thumbprint "lovebugs" - just provide washable ink pads and some markers to draw on eyes, smiles, etc. Could fashion them into valentine cards.

Pony beads, dyed dry pasta, and yarn/pipe cleaners in festive colors could make for an easy V-Day necklace.

What are some preschool Valentine's Day crafts for 4 year olds that don't require anything that requires drying time (paint, glue, etc.) and any supplies I need to save up for in advance (i.e. empty water bottles, toilet paper inserts, etc.)? Should take about 10 minutes to make. I am already planning on having them make a little hat but need something else to fill up the 20 minute time allotment. There are surprisingly few ideas that fit this criteria on Pinterest!
