We just bought a house and have been told that since it is City of Atlanta, water isn't that bad but sewage is like 2.5X what you use. If it's not metered, you should be able to call the water company for their flat rate amounts.</p> <p>Usually sewer has to be kept in the owner's name, so you might call your sewer company and ask their rules on transferring it into the renter's name.
