<description>&#60;p&#62;I would ask for past bills as well. We just bought a house and have been told that since it is City of Atlanta, water isn't that bad but sewage is like 2.5X what you use. They are charging so much because they had to do major repairs and are trying to get back the money they has to spent for various areas though town.

<description>&#60;p&#62;If the water bill is metered, you might as the landlord to give you an example of past useage amounts.  If it's not metered, you should be able to call the water company for their flat rate amounts.&#60;/p&#62;
&#60;p&#62;Usually sewer has to be kept in the owner's name, so you might call your sewer company and ask their rules on transferring it into the renter's name.  It should also be a flat rate/quarter, not a metered rate on usage.
