Actually cloth liners get dunked in the toilet as well as the rest of the diaper too if it is messy. We're about to start a cloth diaper service, and they say to flush any solids that are "formed" (i.e. not sticky baby poo) and otherwise put it all in the diaper pail for them. The pail is airtight, but I expect changing out the liner on pickup day won't be super fun.
