DS is 15 months and I'm putting goldfish crackers, Ella's cookies, Spongebob temporary tattoos (I put one on him once and he LOVED it, haha), and animal crackers in his eggs.

@Honeybee: Thanks! I'll definitely use these ideas. I had thought of stickers, but I couldn't get past that!

@brownie: Thanks! The toddlers at this hunt will have close parental supervision. Even so, I will be on the look-out for things that don't pose a hazard. I wish I wasn't constrained by a plastic egg for this reason, but I didn't plan this event, I'm just a volunteer.

Balls, small toys from the dollar store, you could put 1 piece of candy (ie a skittle) in each and that is only 5 pieces of candy. Note that if it can fit in an egg it is probably a choking hazard.

You can get big bags of eggs really cheap at WalMart or the dollar store.

Things we've put in eggs in the past couple years : dried fruit, trailmix, stamps, plastic holiday rings, and animal crackers.

I was charged with 1) finding and 2) filling a bunch of plastic Easter eggs for 2 to 3 year-olds. I also have to hang out with one of those 2 year-olds after this egg hunt, so candy is out. (The idea is that there will be enough that each of them finds 5 or so.)

What would you get that might be exciting to a toddler and fit inside a plastic egg? And where is the best spot to get plastic eggs?
