We have a Newfie and while they are a giant breed and don't require a lot of exercise they have HUGE hearts and want to feel as if they are part of the family/be near people. Ours will sit under out feet and if we move she moves along with us. She has maybe barked 5 times in her entire lifetime and that was mostly at constructions equipment when she was a puppy.

<description>&#60;p&#62;I would just talk to building mgt and see if they can talk to them first.  At least about the noise issue...  Because if you go to them first then they'll know it was you if they didn't do anything and building mgt goes to them.  Whether the dogs are neglected is another issue. Perhaps mentioning to building mgt about your concerns and see if they could say something.  I always try to protect myself in cases like this just in case b/c they do live right above you.  I have a dog and it sounds terrible the way you described it.  :(  Hope it works out for you guys and the dogs.  Good luck!

&#60;p&#62;@cyndistar3: You should call animal services in this case because like in my situation they are neglecting the dog at this point. If you didn't fill the water when they knocked it over they would potentially have not water while tied up outside  :sad: People who don't want the full responsibility shouldn't have pets.

<description>&#60;p&#62;We are having this dilemma right now with neighbors of ours. They have a side door off of their sunroom, and they tie their dog up there all day. The dog whines and cries and scratches at the door...and they don't even have water out there for her. I feel awful for her. They do eventually let her back in once they either remember that she's there or if she whines and cries enough. We're contemplating calling someone, but our neighbor IS a cop...so we're not sure if it will do any good. And it will be very obvious that it's us calling about them since no one else can really see the dog except for us.  :sad:

At first when the new fie was a puppy they locked it in the bathroom above our room and it howled all day in there, then they just left it up on their deck area and it peed all over our patio so they tied them to the bottom of the stairs and it sits there and barks and whines right outside of my children's bedroom window. They don't really care that it barks because it doesn't bother them. We talked to management and now they have to put the dog in its kennel at night because it was waking us all up at 5am for a while but that's it.

<description>&#60;p&#62;@cyndistar3: I have been in this situation before and I called our local animal services. They came over to the home where the dog was and heard/saw for themselves. The dogs owners were warned that the animal could be taken away if the care didn't improve.&#60;/p&#62;
&#60;p&#62;ETA: I live in a condo building and these people would leave their dog at home ALL day (12+ hours) and sometimes over the weekend. We never saw anyone check on it. It was inside the whole time but would cry and bark and scratch the door anytime someone walked down the hallway. It was breaking my heart :(

<description>&#60;p&#62;we have a similar issue--i spoke to the neighbors about the noise issue. i didn't feel comfortable talking to them directly about how i think they need to exercise their dog more and not leave him crated all day. i was hoping that by speaking to them about the noise issue, that they would think about getting a dog walker during the day so that the dog could let some steam off.&#60;/p&#62;

<description>&#60;p&#62;I live in an apartment and the people above us have 2 huge dogs (newfie and lab St. Bernard mix) they are basically always tied up to the porch at day and most if the time put in their crates at night. They bark ALL day long. They are always given food/ water in the morning but since the people work all day they usually end up running out or knocking their water over by mid day (I have refilled the water a lot). I just feel bad that they are never played with or anything, they're just tied up all the time. I'm not sure what to do, I feel like I should call someone e but is there anything they would do?
