@Mrs. Chocolate: On 1. just commiserating because L's night sleep is crap too, also due to the 4 month sleep regression.
On 2. L has 2 awake hours until the next nap. If I think he's tired and put him down too soon he whines, then we play for 10-20 more minutes and I put him down again and then he usually just crashes. So maybe try a play break before trying to put him down again? Baby sleep is so mysterious, hope she starts sleeping better!

I have a 2 parter

1) I think Juliet hit her 4 month sleep regression early (yay lucky me) A few weeks back she was sleeping 4-6 hours for the first part of the night starting around 7/8 which was great and now she goes down around the same time but is up at 9-10ish and every 2-3 hours from that point on. I go to bed around 9/10 so sometimes Im asleep for an hour or so and woken up and that kills me. Its beginning to wear on me is there anything we can do to make it back to at least one longer stretch per night?

2) There are somedays where I swear Juliet only takes one real nap (45-2 hours sometimes but usually in the 1 hour range) She takes smaller naps 10-20 minutes sometimes when we are rushing around but only one real solid one. I wait till about an hour or so after she is awake and starting to get fussy and try to rock her to sleep and sometimes I can do it for hours and she is happy in my arms but wont go to sleep. I can set her down even for short periods and she is happy but awake. What gives ? Why isnt she tired and falling asleep? Ive tried nursing, rocking, and holding her and nothing seems to make her get tired but she is usually decently happy I know she needs more sleep so why wont she get tired?
