We started the exersaucer at 4.5 months with a blanket around him in the seat. Hard to remember now. But he is very tall for his age so he was able to touch the floor early. He didn't love it at first (I think we tried it closer to 12 weeks). She could only touch the floor with her tip toes at that point so she really didn't bounce, just played with all the toys, but now at 17.5wks she bounces a little and gets really excited when she "stands" on her own lol. It's one of her favorite toys! If I sit him on my lap he barely bobbles it. I think he'd love the jumperoo because he's been standing when I hold him, but I don't know if it would be bad for him at this age.
