Even small waves can be kind of intimidating for little children, so I think most babies/toddlers are probably better off getting comfortable in a pool. We go 'swimming' at least a few times a week, but even so, LO has gone through periods of not wanting to get in the water. I'm certain that seeing the occasionally rougher chop in the ocean was part of that.
