We eat all our meals together. But DD1 can snack anywhere else. But they are all dry/clean snacks, so at worst I have to dustbust some puffs. Same in the car - he can have rice cakes or something like that. The messiest thing I've allowed away from the kitchen is like Clementine sections. With my oldest we had/have a really hard time trying to get him to eat so we just kind of went with wherever he would try food! With my youngest we try to make him eat at the table and sometimes it works other times it doesn't. But I do not like the latter because DD2 will walk around. They also eat snacks at their play table. We definitely allow eating in the car. We both work out of the home full time and they finish breakfast in the car and get a snack on the way home. Just try not giving them a snack on the way home from school and you'll change your stance, REAL quick. Only at the table? In certain rooms? Wherever they want? We eat lunch and dinner at the table, but sometimes we let the girls eat on the rug in the living room as a 'picnic', or they eat at their little kid table which is also in the living room. We allow snacks wherever, which I should probably start regulating since I am always picking up food messes.
